Southern Leighton Buzzard, Bedfordshire
The Secretary of State has allowed four planning appeals which together grant planning permission in South Bedfordshire for 1,320 dwellings; a Local Centre; Lower School; highways and related formal and informal Public Open Space. The Applicants were Arnold White Estates Ltd and the Church Commissioners.
The scheme, which found support from South Bedfordshire Friends of the Earth incorporates an Exemplar Transport Scheme, supported by GAF. This radical approach will incorporate pedestrian priority schemes, the provision of a new quality bus service to link new dwellings with the town centre and railway station and real time information screens in all houses. The Exemplar Transport Scheme was described by the Inspector as "ground breaking and exciting". Also, all of the Affordable Housing is to be to Eco-Homes Excellent rating.
The overall design, on which Roger Evans Associates (REAL) advised, had to take account of minerals phasing with pre and post high voltage overhead line scenarios.
Unilateral Undertakings were produced to apply a roof-tax" approach to financial contributions from the development. Gosschalks solicitors undertook the complex drafting. Stuart Michael Associates advised on highway and infrastructure issues.
